The external collaborator will prepare the revised ILO Guide for the Preparation of National Action Plans on Youth Employment (NAP-YE 2.0), building on the 2008 edition and under the guidance of the ILO focal person. The revised Guide will include a mandatory Core Module covering the full NAP cycle, up to six Thematic Modules, an updated Toolkit of 12 practical instruments, and two cross-cutting operational features.
