The assignment involves designing and delivering a targeted capacity-building program for the Telecommunications Regulatory Authority (TRA) staff. The program aims to strengthen core regulatory skills, institutional processes, and evidence-based decision-making. It includes training on five specific topics: Telecom Licensing, Regulatory Compliance and Enforcement; Telecom Market Analysis and Competition Regulation; Regulation and Measurement of Telecommunications Quality of Service and Quality of Experience; Protection of Telecommunications Consumers and Users' Rights; and National Emergency Telecommunications Planning and Telecom Sector Resilience. The training will be conducted physically at MTDE labs or the firm's labs, with follow-up modalities as indicated in the terms of reference.
