The proposed intervention aims to enhance food security, increase target agricultural communities households incomes and create jobs, particularly for women and youth in the selected states in Sudan. This will be achieved through boosting the agri- processing productivity; skills development of value chain actors, marketing and trade in agricultural products. The intervention will consolidate and upscale gains made by the ongoing UNIDO value chains project in Kassala state to create business opportunities for farmers, traders, SMEs, including women and youth, and provide them with new skills and the agro-processing equipment, which is required to produce competitive products. To rapidly and sustainably transform strategic value chains and bolster urban and rural agro- enterprises development, the project will seek partnerships with TVETs, research institutions, chambers of commerce, and Universities to establish agribusiness transformation hubs, which will serve as ‘one-stop shops’ where farmers, SMEs and support institutions will develop transactional collaborations while accessing value added services and connecting to markets. Farmer groups and SMEs joining the aggregation centres will have their products not only tested and quality certified, but also linked with the larger private sector companies, retailers and exporters. At the inception phase, the project will develop a long term gender responsive agro-value chain transformation masterplan for each participating state to catalyse an improved production, marketing, manufacturing and trade environment for agribusinesses. UNIDO will utilize its systematic approach to value chain analysis and promotion, which focuses on the relevance of agro-value chains for pro-poor growth while bearing in mind pragmatic economic parameters to ensure their sustainable development. The aim will be to focus on those areas which lead to improvements in value chain performance in terms of: (i) increasing the quantity and improving the regularity and continuity of production; (ii) improving the quality and safety of products; (iii) reducing the time needed to reach the customer; (iv) minimizing transactional costs; and (v) improving the capacity of chain actors to follow and assimilate technology and market developments. The project is aligned with the Sudan E-Agriculture Strategy and Action Plan (2018-2022), the newly endorsed Public-Private- Partnership (PPP) Act in Sudan, the National Plan for Agriculture Development, 2017-2020; and the National Agriculture investment Plan. It will also contribute to the Sudan’s National Development Framework, which aims to diversify its economic base, away from oil and towards agro-manufacturing
