π Tender Overview
Switzerland has been a champion of the UN development system (UNDS) reform since its inception. The Swiss UNDS Handbook is an unprecedented tool to strengthen both the knowledge about the operational system of the UN and the oversight of Members States over the progress of the reform and support coherent implementation at country level. This intervention ensures that the handbook is also accessible in a digital and interactive format and stays up to date.

The project in brief
Background Important progress has been achieved in implementing the UNDS reform since 2019 and some main reform mandates have been achieved. However, some crucial outstanding reform goals remain unfinished. Bilateral donors have an important influence on how well or not the UNDS reform is implemented at country level, through how they fund and interact with the UN. In order to increase awareness among bilateral donors, Switzerland has coauthored and published a handbook on the UN operational system at country level. In order to make this widely available and keep its content up-to-date, it will also be turned into an interactive website.
Objectives Member states of the UN, especially bilateral donors at country level, have the necessary knowledge to interact efficiently and effectively with the operational UNDS at country level, including funding that is in line with the Funding Compact.
Target groups UN member states, mainly bilateral development part-ners but also host country governments Other donors to the UN Personnel of UN agencies
Medium-term outcomes Outcome 1: staff of member states embassies and cooperation offices access the handbook website to gain knowledge and insights into how the UNDS reform currently is and should be implemented at country level
Results Expected results: Output 1: the website has been launched, is maintained and its content are updated annually Output 2: concrete outreach activities have taken place to promote the website (and the handbook)
