Location
France
Description
The project involves the reconstruction of the Syctom household waste transfer and treatment center located in Romainville and Bobigny.
Objectives
The future facility will comprise four main components: a residual household waste reception and transfer unit, a sorting center for recyclable materials, a port facility on the banks of the Ourcq Canal, and a center of excellence in the circular economy. The new facility is expected to process 350,000 tons/year of residual waste, 60,000 tons/year of recyclable materials, and 40,000 tons/year of separately collected food waste. The project will incorporate strict environmental and architectural standards to minimize nuisances and improve the site's integration into the urban landscape.
Sector(s)

Environmental aspects
The project will be subject to Directive 2014/52/EU on the assessment of the impact of projects on the environment (EIA) (amending Directive 2011/92/EU), the Habitats Directive (92/43/EEC) and the Birds Directive (2009/147/EC). Due to its nominal capacity, the transfer facility requires an environmental impact assessment (EIA), approved by the public authorities. The decision of the competent authorities, including the procedure concerning their environmental impact assessment (EIA), will be discussed during the appraisal. The Bank will assess during the appraisal the promoter's ability to implement the project in accordance with national regulations and EU environmental legislation.
Procurement
The EIB will require the Promoter to ensure that contracts for the implementation of the project are awarded in accordance with applicable European procurement legislation, in particular Directives 2014/23/EU, 2014/24/EU or 2014/25/EU, as applicable, as well as Directives 92/13/EEC and 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of contract notices in the Official Journal of the EU, as required.
