EU Contribution: β¬100,000,000.00
Portuguese Air Force (PRTAF) is submitting this project as proposal for the development of one rescEU aerial forest firefighting capacity, composed by two medium firefighting amphibious airplanes, with a minimum capacity of 6000 liters of water and requirements laid down in Annex of Implementing Decision (EU) 2019/570. The airplanes are to be acquired and operated by the Portuguese Air Force (PRTAF), and the cost for the capacity development is to be funded by RescEU UCPM-2022-rescEU-AFFF-IBA, in a total amount of EUR 100.000.000. This proposal has the support from the national civil protection authority (ANEPC). PRTAF will seek cost effectiveness and implement quality assurance, project management, and monitoring and evaluation practices. These practices, together with a comprehensive risk management, and mitigation measures identified to face critical risks, are designed to ensure a good overall quality of the project, which will be developed by implementing three Work Packages (WP): WP1 - Contract award Management and Coordination Activities; WP2 - Aircraft Acquisition and Acceptance; WP3 - Handover to operations CECIS registration. The project is estimated to have a duration of 89 month, having the complete capacity (two airplane) available in Q2 2029, assuming the development starts in Q3 2022. The acquisition of two medium amphibious firefighting airplanes, part of the present application, when in operation, will contribute for a wider and stronger geographic coverage inside the EU, with a permanent operationalization and availability for deployment by the Portuguese Air Force. The aircraft will have EU flag painted, ensuring the visibility of funding.
