📋 Tender Overview
Scope :
The project will support the government of indonesia to meet its transport sector priorities and national agenda to enhance the economic growth of java island by improving national and rural connectivity. the project will (i) construct approximately 72 kilometers (km) of climate-resilient roads in the southsouth java road corridor; (ii) improve capacity of the directorate general of highway (dgh) under the ministry of public works and housing (mpwh) in climate change resilience, protection of wildlife habitat, and safeguards implementation; and (iii) improve road safety. the project plays a critical role in fostering economic growth, promoting tourism, and reducing inequalities in south java, particularly in the southern corridor. moreover, it will improve transportation efficiency, reduce costs, and improve the regions resilience to climate-related challenges.
The government recognizes that concentrated growth in north java is considered unsustainable in the long term. to achieve a more balanced development and economic distribution, there has been a deliberate shift towards developing southern java, with a particular focus on east java province. in 2020, the gdp of east java province amounted to $153,319.4 million, contributing 14.6% to indonesias overall gdp, and the poverty rate was 11%, slightly higher than the national average of around 10%. this emphasis on enhancing the economy of southern java, especially in east java province, is crucial due to significant economic disparities in the region. in east java province, districts, especially those heavily reliant on the agriculture sector like jember and banyuwangi, face the challenge of having a gross regional domestic product per capita that is approximately 40% lower than the provincial average, and their economic growth also slower than that of east java province.
the proposed project is aligned with adbs country partnership strategy for indonesia, 20202024, which emphasizes the need for quality infrastructure investment to help indonesia emerges stronger. the project is aligned with five of the operational priorities of adbs strategy 2030. the project is also aligned with indonesias national medium-term development plan 20202024, which completes the national long-term development plan, 20052025, establishes the goal of achieving prosperous, fair, and sustainable development by 2025. the governments policy priorities include accelerating the development of human capital, improving infrastructure and connectivity, simplifying regulations and bureaucracy, and promoting economic transformation.
