📋 Tender Overview
In Burkina Faso, national institutions are still insufficiently capable of carrying out their tasks of coordination, financing and technical support for decentralization. Switzerland supports the institutions responsible for implementing this reform, in order to increase access to basic services, reduce poverty and prevent violent extremism. It remains committed by combining its cooperation instruments and shows its support in a context of security and humanitarian crises.

The project in brief
Background Decentralization in Burkina Faso, which began in 1992, is still not complete and faces challenges of coordination, financing and an incomplete legal framework. Following the deterioration of the security and humanitarian contexts, Burkina Faso experienced a military coup in January 2022, which gave rise to the establishment of a 24-month transition from July 2022 at the end of an agreement concluded with the Economic Community of West African States. This political transition plans to lead Burkina Faso towards an overhaul of the State and its institutions. To this end, the adoption of a Transition Action Plan explicitly provides for strengthening decentralization and good local governance. This is in line with Switzerland's change objectives, which has accompanied the decentralization process in Burkina Faso since its earliest hours. The transition period offers a period of reflection to better coordinate support, management and financing policies for decentralization. This is why Switzerland remains committed and intends to strengthen the key Burkinabé national institutions in order to drive the reforms necessary to accelerate decentralization and to equip them to fulfill their mission.
