Description
This proposed TA will allow ADB to provide program and project preparatory assistance, including policy advice, technical support, policy dialogue, capacity building, and due diligence for the Public Sector Management Groups 2025-2027 lending pipeline to Southeast Asian developing member countries (DMCs). The ensuing programs and projects encompass a variety of government reforms to provide more enabling business environments and encourage investment, strengthen public financial management, increase domestic revenue mobilization at both national and subnational levels mitigate climate risk and increase access to contingent climate finance.
Project Rationale and Linkage to Country/Regional Strategy
After recovering from the effects of the coronavirus disease (COVID-19) pandemic, DMCs in Southeast Asia are seeking to boost growth, reduce poverty, achieve more equitable and just societies, and reduce exposure to climate change. The Philippines has set an aspirational goal of becoming a prosperous middle-class society free of poverty by 2040. Similarly, Indonesia's development objectives include reaching high-income status by 2045. Cambodia is targeting annual economic growth exceeding 7% and a poverty rate of less than 10% by 2028. The Lao People's Democratic Republic (PDR) plans to graduate from least-developed country status in 2026. More specifically, the Philippines Development Plan 2023-2028 prioritizes, among others, improving bureaucratic efficiency and fiscal management, reducing vulnerabilities, creating more jobs by promoting investment, and enhancing the digital economy. Indonesia's Medium-Term Development Strategy, 2025-2029, includes eight national priorities, which include promoting entrepreneurship, expanding domestic industrial value added, and bureaucratic reform. Cambodia's policy priorities include economic diversification and competitiveness with governance at the core of the strategy. The Ninth National Socio-Economic Development Plan, 2021-2025 aims for the Lao PDR to graduate from least-developed country status in 2026, with a focus on six outcomes, including sustainable public finance through stable and sustainable economic growth and improved public governance and administration.
