PROJECT DESCRIPTION (DE)
Initial situation
Since 2016, Ukrainian municipalities have been given new political and financial responsibilities following the start of the Russian war of aggression, forcing them to assume new tasks. A particular challenge is working in a war-torn environment under a state of emergency. This entails operational restrictions, including lower local income and significantly reduced staffing. Municipalities play an important role in making Ukraine's political and social systems more resilient. They are indispensable for local reconstruction efforts. Municipalities must also advance decentralization and prepare for the requirements of accession to the European Union (EU). This requires active participation and support at the local level. For this to be successful, the necessary reforms must also be implemented, which in turn require sound political and legal advice β including with regard to EU accession.
Objective
The actors at the national, regional and local levels perform their tasks relating to further decentralization, reconstruction and EU accession with increasing efficiency.
