PROJECT DESCRIPTION (DE)
The structural challenges in Tunisia remain significant. Due to financial constraints, a lack of skills, and a shortage of staff, local administrations are often unable to provide services efficiently, transparently, and in a citizen-oriented manner. Therefore, access to local and inclusive services is not sufficiently guaranteed. Furthermore, there is a lack of performance incentives and targeted training for civil servants.
The Tunisian administration provides efficient, transparent, and citizen-oriented services to the population in selected partner municipalities.
The project aims to expand access to inclusive local services. It strengthens the administration's human resources and improves the revenue and expenditure management of partner municipalities. It is therefore divided into three fields of action:
1. It optimizes administrative processes and their digitalization, thus enabling physical and digital access to inclusive local services for the population of selected partner municipalities.
2. It supports the training and continuing education of local government specialists and managers, thus creating the human resources necessary for efficient, transparent, citizen-oriented, and gender-sensitive local services.
3. It improves revenue and expenditure management in selected partner municipalities and local tax offices, thereby increasing the financial, human, and material resources of public authorities and thus improving their ability to provide citizen-oriented services.
