Project General Description
The proposed operation is a grant of Sixteen Million, Six Hundred Thousand Units of Account (UA 16,600,000.00) to the Republic of Mozambique for the Rice Value Chain and Climate Resilience Project (RIVACREP). The project goal is to improve competitiveness and climate resilience of the rice value chain in Mozambique improve production, productivity, market share (competitiveness) and income generation from rice production. RIVACREP design considered the lessons learned from past projects in Mozambique and other regions, such as West Africa, where Regional Rice Resilient Value Chains Development Program (REWARD). The project's Theory of Change (ToC) is based on the recognition of the country's food and nutrition security challenges, including a rapidly growing population, severe malnutrition (stunting) levels, and evolving food consumption patterns. Tied to this is the exposure of communities to perpetual poverty and vulnerability. Insufficient rice production levels to meet the countryβs demand, limited access to markets and financial services and the prevalent climatic shocks further weaken Mozambique's rice production capabilities. The main components are : (i) Improve climate smart rice productivity and production : (ii) Integration of Private Sector into Rice Value Chain Development ; (iii) Institutional and Policy Strengthening and Implementation Support ; (iv) Contingency Emergency Response (zero cost / budget).
Project Objectives
The project Development Objective of the RIVACREP is to increase the production, productivity and competitiveness of domestic rice for consumption, export and income generation. The project specific objectives include: a) To increase production, productivity and market access while ensuring cross-cutting issues fulfilment (nutrition, gender, climate smart, etc) in Mozambique b) To develop resilient production infrastructure and improve climate adaptation mechanisms to project targeted beneficiaries and c) To support policies and capacity building to create an appropriate environment for Micro-, Small, and Medium Enterprises development and attract the private sector.
Beneficiaries
The project targets to increase rice production and productivity of 30,000 smallholder producers (70% women and 30% youth) in the selected eight districts of the four (4) Provinces with focus on small and medium famers, Millers, civil society, micro finance institutions. Out of the 30,000 farmers, 8,000 will be smallholder rice producers and the other 21,800 will be producers supported with interventions aimed at strengthening their climate re
