Project Summary
Fostering a competitive open innovation ecosystem constitutes a key element and prerequisite for advancing scientific discovery, technology progress, and resilient growth. While successfully achieving this aim calls for the adoption of innovative public policy instruments. Mission Oriented Innovation Policy (MOIP) represents systemic policy frameworks leveraging science, technology, and innovation, and other knowledge, to address complex challenges and achieve concrete positive outcomes. Several APEC member economies, including China, Malaysia, and Peru, alongside multilateral mechanisms such as the OECD and the European Union, have integrated MOIP into their STI strategies with promising results. This study adopts mixed-method approaches encompassing desk reviews, regional surveys, and multi-stakeholder workshops to map MOIP implementation across APEC economies and identify policy alignment pathways for advancing APEC economies’ open innovation ecosystem.
