Project Description
Provision of a sovereign loan of up to EUR 30 million to the Republic of Albania for the benefit of Hekurudha Shqiptare ("Albanian Railways", "HSH", the "Company" or the "Client"), the railway operator of the Albanian railway system, which is fully owned by the state.

Corridor VIII is part of the Western Balkans Core Network and an indicative extension of Trans European Transport Networks ("TEN-T") in the region. The Project is expected to be co-financed by the European Investment Bank ("EIB") and the European Union ("EU") through the Western Balkans Investment Framework ("WBIF").
Project Objectives
Promote Albania's connectivity, its economic development and regional integration.
Support development of a greener and more sustainable transport by promoting modal shift.
Transition Impact
ETI score: 69
The transition impact of the Project is expected to be derived from the following transition qualities:
1. Integrated
Project will contribute significantly to the provision of a good quality infrastructure within Albania and between Albania and its wider region, which is currently not adequately integrated. The Project will support development of rail transportation infrastructure in line with the European interoperability standards. Furthermore, the Project represents the first section of rail Corridor VIII to be rehabilitated in Albania which will be followed by the rehabilitation of the other sections to connect Albania with North Macedonia and Bulgaria.
2. Green
Promote the modal shift to rail and reduce the dependence on higher emitting modes of transportation. The resulting CO2 savings will reduce the overall greenhouse gas ("GHG") emissions and provide a cleaner alternative to the Albanian community and businesses.
