Today only 58 of Haitians have access to drinking water and less than 30 of them benefit from basic sanitation services. This is due to the lack of governance and the sectors self-financing capacity. The DCC intends to strengthen the management capacities of the municipalities and the National Directorate of Drinking Water and Sanitation DINEPA through better project management at the level of Territorial Communities.Over the past fifteen years despite the efforts made around the millennium goals peoples access to drinking water and sanitation EPA services in Haiti has increased very little 11 water and 8 sanitation. Today almost half of the population does not have access to these basic services. The weak involvement of local actors in the governance of the sector contributes to this poor performance. Indeed the involvement of local authorities and the participation of citizens in the planning implementation and management of EPA services are generally seen as necessary ingredients to break the current deadlock. In the background The Program for Strengthening Local Management of Drinking Water and Sanitation REGLEAU wants to respond to these challenges by contributing to the strengthening of local authorities and civil society organizations to ensure local governance. A governance that guarantees accessible affordable sustainable culturally acceptable and non-discriminatory EPA services while encouraging the active participation of citizens the involvement of the private sector and a better political and financial commitment of the central power. To achieve this REGLEAU will work on issues such as citizenship transparency and accountability participatory planning mechanisms etc. The REGLEAU is built on the experience of the Local Development Support Program PADL the previous EPA project that Helvetas has implemented for 18 years. The PADL made it possible to build a close collaboration with the DINEPA through which many EPA systems were set up in rural areas. REGLEAU will build on these achievements to work towards greater accountability of local authorities in the management of EPA services. The REGLEAU will make it possible to initiate local authorities mainly municipalities to the contracting authority of EPA services as provided for by law in 2009. This approach responds to area 1 of the 2014 - 2017 country strategy and national policies in terms of water and decentralization. The SDC will be involved in the sector for a period of 12 years 2017-2028. A contribution of CHF 30 million will be allocated to the program. In all 150000 new people will have access to drinking water and sanitation 1500000 will have improved access.
