Description
The technical assistance (TA) will support the implementation of Asian Development Bank projects in the Philippines, including (i) the Infrastructure Preparation and Innovation Facility, a $500 million TA loan project for preparing flagship projects under the two main infrastructure agencies of the Philippines: the Department of Public Works and Highways and the Department of Transportation; (ii) the BataanCavite Interlink Bridge Project; and (iii) the Laguna Lakeshore Road Network Project.
Project Rationale and Linkage to Country/Regional Strategy
Lending operations in the Philippines have increased in size and complexity, and new TA is needed to provide critical support to the government's Build, Better, More infrastructure development program, especially in areas such as capacity building and project preparation and implementation. ADB approved a $100 million TA loan for the Infrastructure Preparation and Innovation Facility in 2017 and additional financing of $200 million in 2019 to ramp up investment in public infrastructure under the Philippine's infrastructure program. The second additional financing of $200 million was approved in 2023 to support expanding the Build, Better, More infrastructure development program, which needs increased support for procurement, consultant selection, safeguard implementation, and other thematic areas (e.g., governance and gender) that have caused significant implementation delays.
