PROJECT DESCRIPTION (DE)
Background:
Pakistan aims to reduce its greenhouse gas emissions through its energy sector and industry. Therefore, it has committed to promoting energy efficiency and renewable energies in its Nationally Determined Contributions (NDCs) to the Paris Climate Agreement. Furthermore, the country intends to use market-based climate protection instruments to generate funding for the NDCs. Market-based climate protection instruments impose costs on CO2 emissions and create incentives to implement climate protection measures. One example is emissions trading systems (ETS), which set a cap on greenhouse gas emissions. This cap is reduced over time to reduce overall emissions. Companies can trade emission allowances on the market.
A study supported by the Regional Collaborating Center of the United Nations Framework Convention on Climate Change (UNFCCC) in Bangkok concludes that an ETS could have a significant impact in Pakistan. However, national and regional government institutions and companies do not yet have the technical expertise to enable Pakistan to implement an ETS. At the same time, the country lacks the processes and structures to manage and organize data documenting greenhouse gases from facilities.
Objective:
To develop the technical and organizational capacities of public institutions and companies with high CO2 emissions in order to introduce an ETS.
Approach:
The project supports the Government of Pakistan with the following measures:
- It provides the knowledge that authorities need about an emissions trading system.
- It supports companies in developing plans to monitor their g
