DESCRIPTION: The project consists of a 30-year Design, Build, Finance, Operate and Maintain concession for a 742-bed hospital to be built in the Algarve region of Portugal.
OBJECTIVES
As a healthcare investment, the project aims to integrate healthcare infrastructure and upgrade service delivery in order to provide more patient-centred care. It also contributes to the EIB's primary public policy objective of Innovation, Digital and Human Capital (Health). The project is aligned with the Urban Agenda for the EU and with the European Commission's objective of making public health systems more cost-effective, equitable and sustainable. The new and rehabilitated buildings will comply with national regulations on the energy performance of buildings and are therefore aligned with the objectives of the Paris Agreement. As a healthcare investment located in a transition region, the project is eligible under Article 309, point (a), concerning projects for developing less-developed regions, and point (c), concerning projects of common interest in the areas of Innovation, Digital and Human Capital. The project is expected to generate a range of economic and social benefits. By providing a modern hospital facility designed in accordance with contemporary healthcare standards, the investment will improve the quality of care and the safety of medical procedures; enhance working conditions for healthcare professionals, thereby helping to attract and retain scarce qualified staff; strengthen the capacity to respond to the evolving healthcare needs of an ageing population; and enable more efficient operations within a purpose-built facility.
