Description
The project will finance the modernization of existing electric and dual-mode rolling stock used for rail services in Brittany, associated infrastructure works related to the expansion of the Rennes and Quimper depots, the modernization of the Rennes junction, and associated regional rail lines. The plan also includes the acquisition and mid-life overhaul of five used dual-mode trains.
Objectives
The modernized rolling stock and associated infrastructure are expected to improve the quality and increase the supply of passenger rail services in the Brittany region, promoting more efficient, energy-efficient operations, while reducing maintenance costs and increasing passenger comfort. The project will also focus on the sustainable revitalization of lines of local and regional interest by strengthening the network and improving service to more isolated areas. The project will also promote sustainable transport by encouraging modal shift from road and thus contributing to the reduction of CO2 emissions and pollution levels within and between regional urban agglomerations. The impact of the project on the modal share is also expected to contribute to improving user safety. The modernized rolling stock will be operated in a so-called transition region, within the meaning of EU cohesion policy (Brittany).

Environmental aspects
Regarding infrastructure works and depot expansion, compliance with the requirements of the Environmental Impact Assessment (EIA) Directive and planning permissions must be examined during appraisal. Potential impacts of the project on protected areas and species, in accordance with the Habitats Directive (92/43/EEC) and the Birds Directive (2009/147/EC), will also be assessed. Components related to the modernisation of rolling stock do not fall under Annex I or Annex II of the Environmental Impact Assessment Directive 2011/92/EU, as amended by Directive 2014/52/EU. All other things being equal, the project is expected to have a positive environmental impact by promoting modal shift away from road in certain key passenger transport market segments (which will be better served by rail). The project is also expected to contribute to the Bank's climate action and environmental sustainability objectives, particularly climate change mitigation and pollution prevention and control.
Procurement
The Bank will require that all project contracts be awarded in accordance with applicable European procurement legislation.
