π Tender Overview
Less than half of Nigeriens have access to drinking water and less than a third use basic sanitation and hygiene services. The decentralized entities, in charge of providing the public water and sanitation service, lack resources. Through PHRASEA, Switzerland supports them in carrying out their duties, thus improving the living conditions of the population. This third phase will consolidate the decentralized approach and anchor good practices at the national level through the hydraulic fund.

The project in brief
Background Less than half of Nigeriens have access to drinking water and only a third of the population benefits from a basic sanitation and hygiene system. Women and young girls are particularly affected by this situation. Despite the progress made, and the commitment of the Ministry of Hydraulics and Sanitation, the financial resources invested are still insufficient. In addition, local authorities, designated by law to assume project management in the sector, are not yet in a position to do so due to weak human and financial resources. External support is therefore essential to enable local authorities to provide access to drinking water and sanitation to their populations. Switzerland has a long recognized experience in the field of hydraulics and in decentralization, which is at the center of several programs in its portfolio and where it is the leader of the Technical and Financial Partners (FTP).
Objectives Local authorities are capable of delivering adequate public water and sanitation services, accessible to all, and of ensuring food security, nutritional status and the health of the people of Niger.
Target groups Populations of the municipalities and regions of Dosso (Departments of Dioudiou, Gaya and Boboye) and Maradi (Bermo, Dakoro, Guidan Roumdji and Madarounfa) and their water user associations.
Medium-term outcomes Aligned with the National Water, Hygiene and Sanitation Program for the period 2016 β 2030 (PROSEHA): O1: Ensure access for all to the efficient public water service, managed by competent public and private actors and operational on a continuous basis. O2: Ensure access to quality water in sufficient quantity and in an equitable manner for all users of the pastoral space in peace and solidarity. O3: Contribute to access for all, under equitable conditions, to adequate sanitation and hygiene services, end open defecation (also the objective of PROSEHA), paying particular attention to the needs of women and girls and people in vulnerable situations. O4: Implement integrated management and rational use of water resources while reducing pollution and protecting water-related ecosystems. O5: Improve governance, strengthen national capacities and s
