PROJECT DESCRIPTION (DE)
Context:
For over 50 years, access to and distribution of land have led to violent conflicts in Colombia. The 2016 peace agreement between the government and the guerrilla group "Revolutionary Armed Forces of Colombia" (Fuerzas Armadas Revolucionarias de Colombia, FARC) envisages comprehensive rural reform. A key component of this is the introduction of land registers, i.e., descriptions and inventories of land parcels, in the most conflict-ridden areas. The registers are intended to serve a variety of purposes – not only for collecting taxes, for example, but also for shaping public policy. A key aspect of multi-purpose registers is the integration of various social groups in their implementation. However, the low level of trust in state institutions and the social fabric shattered by violence pose a major challenge.
Objective:
Non-governmental and governmental actors are empowered to contribute to peace in Colombia by engaging in the multi-purpose register.
Approach:
Through methodological advice, the project supports national and local institutional cooperation. In this way, collected and updated cadastral data will be used to inform decisions and formulate public policies.
Through training, the project also contributes to building the expertise of ethnic and farming communities so they can participate in the implementation of the cadastre.
At the same time, it promotes capacity building within government authorities and civil society to ensure that the multi-purpose cadastre is developed in a participatory and cooperative manne
