π Tender Overview
Scope:
The Lobito refinery project, located on Morro da Quivela, 10 kilometres from Lobito, in an area of 3,805 hectares, represents an initial investment of US$10 billion and provides for the daily processing of about 200,000 barrels of oil. (Macauhub). As part of the implementation of the strategy to develop Sonangol's crude oil refining activity, which defines geographic axes Lobito - an international tender was launched in 2017, in two phrases. Of the sixty-eight entities that initially expressed an interest in participating in the construction of a refinery in Cabinda and another in Lobito. In this last phase, the entities selected were subject to an assessment of their legal and legal status, technical and financial skills, through a Due Diligence process carried out by an independent entity with a recognized international reputation. The Board of Directors of Sonangol E.P. announced that the evaluation, which began in December 2017, of the applications submitted by various companies and consortia for the construction of a refinery in the province of Cabinda has come to an end. The facility will give Sonangol access to a greater quantity of Angola's estimated 9 billion barrels of untapped crude oil preserves, which officials say will help alleviate the country's external dependence on refined gasoline and oil imports.
Refinaria do Lobito will operate the upcoming Lobito refinery, proposed to be built at Benguela in Angola. The non integrated refinery will be owned by Sonangol EP and is expected to start operations in 2026.
Several phases of the project has been carried out, including the economic feasibility study, reassessment of the feed, dredging of Lobito bay, preparation of terraces, conduct of the heavy load road, steps that will allow a more effective action to possible partners.
