North East Link Tender

ScopeThe proposed North East Link project will connect the Metropolitan ring road M80 and Eastern Freeway M3 completing a ring road around Melbourne which includes the Monash Freeway M1.As part of the project there will be upgrades to the M3 and M80 which will be delivered through Secondary Packages.The North East Link Business Case released in May 2018 indicated thered be two secondary packages - northern and southern packages. However at an industry briefing in September the Government released the proposed project packaging which comprised the primary package PPP and four secondary packages.While the composition of the secondary packages is still to be determined Secondary Package 1 is expected to comprise connection and interchange works between the tunnel Primary Package and the M80 along with upgrades to approximately two kilometres of the M80 between Plenty Road and Greensborough Bypass. The Victorian Government estimates this Package will cost between 0.6 billion and 1.1 billion depending on the final design.In the lead up to the 2018-19 Budget the Victorian Government indicated procurement would begin within 100 days following the November 2018 State election pending their re-election. The Government has indicated the PPP will be procured first before secondary packages are tendered.Contracts scheduled to be signed in 2019 with major construction expected to start in 2020 and be completed by 2027.
