Project General Description
The Transport Infrastructure Improvement Project (TIIP) β Phase II aims to enhance the trade competitiveness of Namibia and the SADC sub-region, through improvements in the logistics value chain. This improvement in trade competitiveness and benefits therefrom to the people, is expected to contribute to the broader reduction of poverty and inequality and boost economic growth. The TIIP Phase II project scope also includes the upgrade of the railway signalling system along the Walvis Bay to Tsumeb railway, aimed at improving reliability, safety, and capacity or throughput of the railway system. The current system is based on radio communication. The proposed signalling system includes installation of an Automatic Train Control (ATC) system based on and Communication-Based Train Control (CBTC) technologies that will provide enhanced safety and control of train movement, allowing for higher speeds and increased capacity. The project comprises four components: (i) railway modernisation works, (ii) technical assistance services, (iii) skills development and institutional support and (iv) resettlement and compensation.
Project Objectives
The Projectβs development objective is to enhance the trade competitiveness of Namibia and the SADC sub-region, through improvements in the logistics value chain, by addressing the bottlenecks in the railway transport infrastructure that impede rail services provision. The specific objective is to promote linkages of the ports (specifically Port of Walvis Bay) to the hinterland and to neighbouring countries; to support Namibiaβs Vision 2030 of becoming a regional logistics hub.
Beneficiaries
Motorists, farming communities and industries along the corridor will benefit from reduced travel/ cargo transportation times, increased economic opportunities for people because of an affordable, reliable and safe railway transport that stimulates regional and country-wide development, and reduced costs for road maintenance. The proposed railway improvement will facilitate the efficient and reliable transportation of freight to and from Port of Walvis Bay throughout Namibia and neighbouring SADC countries. Skills development related activities will benefit 200 youth, positioning them for employment, not just in Namibia, but in the region, given the regional potential of railways as a means of transport.
