The SDC in Benin like other donors made a contribution to the unrestricted endowments of the Municipal Development Support Fund FADeC through one of its programs ASGoL 2008-2016 to support socio-economic investments -economic of the municipalities of Benin. This program highlights this contribution from ASGoL and increases the visibility of SDC interventions at the national level.Project phases Phase 99 01.01.2024 - 31.03.2028 Active Phase 1 01.08.2016 - 31.12.2019 CompletedThe FADeC is the functional and efficient mechanism for transferring financial resources to local authorities. It is in line with the objectives of the decentralization axis of the Growth and Poverty Reduction Strategy SCRP of Benin which is aligned with the Swiss Cooperation Strategy in Benin STRACOBEN 2013-2016 across the field Local Governance-Decentralization. The FADeC is a mechanism aimed at providing municipalities with financial means for socio-economic investments in two forms affected and unaffected. This fund is administered by the National Commission for Local Finance CONAFIL with a technical body called the Permanent Secretariat. CONAFILs essential mission is to guide and implement the policy and strategy of the Government in terms of local finances and specifically pilot and administer the FADeC. The FADeC is regularly audited on the basis of specifications validated by the stakeholders. The contribution of the SDC 11st donor around CHF 160000 from 2009 until 2014 and CHF 1665000 in 2015 to allocations not allocated through the ASGoL program Support to Local Governance like the other partners technical and financial has enabled municipalities to have financial resources for the implementation of municipal development plans PDC. Given the credibility of the FADeC the search for synergies and the scaling up of interventions the SDC wishes to stabilize its contribution annually at CHF 1800000 of which CHF 100000 are provided for institutional strengthening and of the CONAFIL Permanent Secretariat. The increase in the SDCs contribution to the FADeC meets one of the specific objectives of the STRACOBEN 2013-2016 which stipulates that in the long term 30 of the SDCs total budget should be invested in national development funds and extend its investments to other departments. The challenge is to contribute in a harmonized manner with the technical and financial partners to the unallocated endowments of the FADeC in 2015 KfW CHF 7350000 World Bank CHF 13120000 European Union CHF 11626000 and SDC CHF 1665000 and the Beninese State CHF 15625000. The objective is to raise the rate of transfer of resources to local communities to community standards 15 of the General State Budget - target of the West African Economic and Monetary Union UEMOA. Currently this evolution is relative 3.84 in 2014 against 2.5 in 2011 of the General State Budget. The implementation of this specific Program allows the S
