Project General Description
The total cost of the PACTE ESRI 2030 program is estimated at 856.8 million euros. The Bank is providing financing of 120 million euros (equivalent to 97.77 million UA), in parallel with the World Bank, for which the amount approved by the Board of Directors in December 2023 is 281.4 million euros (equivalent to 300 million USD).
Project Objectives
The aim of the program is to contribute to improving the quality of human capital and empowering young people, through inclusive access to excellent, innovative higher education in synergy with the local ecosystem. To this end, the program targets three key result areas: (i) Improving the training offer and environment; (ii) Digitizing an innovative Moroccan university; and (iii) Promoting excellence, entrepreneurship and employability.
Beneficiaries
Improving the training offer and environment is one of the first activities. This first area targets the following results: (i) building and equipping the Beni Mellal Faculty of Medicine and Pharmacy (estimated capacity: 4,500 places); (ii) building five university halls of residence, each with a capacity of 1,500 beds, in Larache, Oujda, Safi, Taroudant and Béni-Mellal respectively; and (iii) equipping at least three of the five university halls of residence.
