Project General Description
The total cost of the program, excluding VAT, is estimated at โฌ115.2 million, including โฌ84 million from the AfDB and โฌ31.2 million from the authorities. Taken independently, ADB financing represents 72.9% of the program. However, this program has been designed to complement the EIB's โฌ100 million Forest Project (a project to promote the inclusive and sustainable management of Morocco's forests). The EIB's involvement is planned for 4 other regions (Fรจs-Meknรจs, Orientale, Draa Tafilelt and Bรฉni Mellal Khรฉnifra). Against this backdrop, AfDB financing will account for just 39.0% of ANEF actions financed in 2023-2024, the remainder being covered by the Moroccan government (14.3%) and the EIB (46.6%). Lastly, the program's financing should be seen in the context of ANEF's budget, which will be allocated DH3.396 billion in 2022 and DH3.144 billion in 2023. The ADB financing corresponds to 5.9% of ANEF's budget over the period 2024-2029.
Project Objectives
The objective of the program is to contribute to improving the living conditions of forest populations and the emergence of a rural middle class through: i) sustainable management of natural resources, and ii) inclusive promotion of forestry value chains and the development of forestry and aquaculture entrepreneurship (through technical support). The program also aims to strengthen the resilience of the Moroccan economy in the face of climate change and the improvement of the water cycle in particular.
Beneficiaries
Four regions have been selected as the Program's intervention zone, based on their potential for the development of the targeted sectors, and on the complementarity of interventions with projects supported by AFD and the EU. The regions concerned are Rabat-Salรฉ-Kenitra, Marrakech-Safi, Tanger-Tรฉtouan-Al Hoceima and Souss-Massa. The total population of the 4 regions is estimated at 15.3 million, representing 45.6% of the country's population and 49% of its rural population. Poverty and unemployment rates in the 4 regions vary between 2.2 and 5.4% and between 13.1% and 16.9% respectively, compared with 4.8% and 16.2% at national level. The program will target a total rural population of around 6.5 million (2014 census) in the four watersheds and four national parks in the four administrative regions mentioned above. Cooperatives, inter-professions and small and medium-sized enterprises involved in the various targeted sectors are beneficiaries of the Program. The program will generate over 5,000
