Project General Description
The proposed operation is an AfDB loan of UA 97 million, or the equivalent of EUR 120 million, to the Kingdom of Morocco to finance the Inclusive Access to Health Infrastructure Support Programme (PAAIIS). This programme is the Bankโs third health sector operation in Morocco that uses a results-based financing instrument. It is based on an integrated and inclusive approach to the development of social policies to improve the living conditions of vulnerable segments of the population, particularly women and the inhabitants of landlocked areas, through increased access to quality health services. The programme will also help to reduce disparities in access to health care facilities through better connectivity with innovative solutions and better allocation of human resources. Lastly, it will help to consolidate the experiences acquired in the use of this new financing tool. PAAIIS will span four fiscal years (2023-2026).
Project Objectives
The programmeโs objective is to contribute to improving the living conditions of Moroccans, especially vulnerable groups, including women, and the inhabitants rural or hard-to-reach areas, through increased access to quality health services. To this end, the programme targets three main result areas: (i) Reducing disparities in access to health care infrastructure (primary and secondary); (ii) Improving connectivity with innovative solutions for better health service delivery; and (iii) Strengthening governance through better human and financial resource allocation.
Beneficiaries
This programme will reduce direct health-related expenditure in Beni Mellal-Khรฉnifra Region and Azilal Province, the programmeโs beneficiary areas. One of the direct consequences will be to alleviate the weight of these expenses on the incomes of the most disadvantaged households. Through the new health infrastructure, the programme will also strengthen the economic dynamics of the beneficiary areas and increase their attractiveness, with direct and indirect job opportunities for young people, women and the inhabitants of rural or hard-to-reach areas. The use of digital health devices under in this programme will have a major catalytic effect on the resilience of the health system.
