PROJECT DESCRIPTION (DE)
Background:
Kosovo is dependent on outdated lignite-fired power plants, which generate around 90 percent of its electricity. This causes high carbon dioxide emissions, severe air pollution, and considerable healthcare costs. At the same time, rising energy imports strain public finances and undermine social stability. Although Kosovo has high potential for renewable energy, these sources currently account for less than 5 percent of the overall energy mix. Buildings account for 40 percent of energy consumption, but energy efficiency in this sector is far below European (EU) standards. To ensure a cleaner, more resilient energy supply for the future, Kosovo must reform its regulatory framework. Only then can it create incentives for investment in energy efficiency and renewable energy, particularly in the construction and use of buildings.
Objective:
Public and private building owners contribute to the energy transition in Kosovo by improving energy efficiency and increasing the use of renewable energy.
Approach:
The project promotes the energy transition in Kosovo by implementing the following measures:
β’ It develops a clear regulatory framework for decentralized photovoltaic systems to ensure legal certainty for investors.
β’ It improves energy efficiency regulations for buildings and removes administrative obstacles to facilitate renovation planning.
β’ It creates financing options for public institutions and businesses to install decentralized photovoltaic systems and implement energy efficiency measures.
β’ It offers practical advice to public and private stakeholders on financing,
