Description
The technical assistance (TA) subproject will (i) provide certified training programs and supplementation where necessary, to address country-specific capacity development needs; and (ii) undertake periodic portfolio reviews to address country-level systemic capacity issues in the Federated States of Micronesia (FSM), Palau, and the Republic of the Marshall Islands (RMI)
Project Rationale and Linkage to Country/Regional Strategy
The project portfolio in the FSM, Palau, and the RMI grew by an average of 7% over 2019 to 2023, and is expected to grow further by about 60% by the end of 2024. Given the weak capacity of the government counterparts, implementation delays are common, and the number of projects at risk remain high. The TA aims to strengthen project management and implementation capacity of executing and implementing agencies in the North Pacific DMCs, and to support them in improving project design and implementation readiness.
