π Tender Overview
Antimicrobial resistance (AMR) is a growing health problem in the European Union and worldwide. The project presented by the Romanian. National Sanitary Veterinary and Food Safety Authority (N.S.V.F.S.A.) addresses the call SMP-FOOD-2022-AMRtool-AG-IBA concerning EU action grants under the food strand of the single market programme (SMP FOOD) contributing to a higher level of health for humans, animals and plants in the context of the food chain and in related areas and aim to ensure the financing of certain costs incurred by Romania to collect relevant and comparable data on the volume of sales and use of veterinary antimicrobial medicinal products, starting with 2023, as per requirements laid down in Commission implementing decision (EU) 2020/1729 and Regulation 2018/1046 (EU financial regulation) and the basic act (SMP Regulation 2021/6901). Setting up or developing data collection systems on the use of antimicrobial medicinal products per animal species in line with Regulation (EU) 2019/6 and with the specific requirements set in Commission Delegated Regulation (EU) 2021/578 will require sizeable efforts from Romania. The aim of this projectis to allow for the funding of recruitment of staff to support the implementation of collection and reporting of data on sales and use of antimicrobials in animals (legal requirement under Art. 57 of Regulation (EU) 2019/6). The project management and work plan will be developed and drafted by the NSVFSA, along with Institute for the Control of Biological Products and Medicinal Products for Veterinary Use (ICBPMV). The project, through its purpose and objectives, ensure the compliance of Romania with EU legislation and is relevant and contributes to the fulfillment of the EU/MS/RO policies, interests and priorities on antimicrobials surveillance. Note: Considering that, on the one hand, in the detailed project table agreed in September 2022 and posted on the EU SIGMA platform, the amount of β¬459,538.25 was stipulated, a fixed and non-negotiable amount, and, on the other hand, in January 2023, the project was extended from a period of 61 months to 72 months, it was necessary to frame the salaries and project expenses for the employed personnel so as not to exceed the agreed maximum amount. For this reason, it was necessary to reduce the staff employed from 2 administrators + 1 IT-st in the first part of the project (WP1) to 1 administrator and 1 IT-st (WP1) according to the salary scale posted publicly on the EU EUROSTAT portal. This generated a lower total amount spent in the project (β¬437,655.68) than the initial amount of β¬459,538.25 which was reduced to β¬437,655.68 due to the reduction of staff in the project.
