The Grand Duchy of Luxembourg has supported the health sector in Laos since the start of cooperation between the two countries in 1997.
The LAO/035 sector program is the continuation of two previous initiatives in the health sector called the Lao-Luxembourg Health Sector Support Program (LAO/017 and LAO/027).
Interventions under the health program are strongly aligned with the priorities of the Government of Laos (GoL), namely the implementation of the 9th Five-Year National Socio-Economic Development Plan (NSEDP) 2021-2025, Universal Health Coverage by 2025, graduating from least developed country status in 2026 and achieving the Sustainable Development Goals by 2030.
Despite remarkable progress in health, including increased life expectancy, key indicators such as infant mortality, under-five mortality and maternal mortality from preventable causes remain high and nutritional indicators at the village level are progressing slowly.
The specific objective of the previous program (LAO/027) was to support the implementation of the updated health sector reform framework 2013-2025, with particular emphasis on maternal and child health, encouraging and supporting health systems and actors at the district level.
The LAO/035 program aims to build on the strengths of the previous program and will mainly contribute to the following long-term change objective: the Lao population has access to a set of essential health services (including reproductive, maternal, newborn, child and adolescent health (RMNCAH) and nutrition) of adequate quality and affordable for all, leaving no one behind, which implies that:
the Laotian population has "access" to these health services;
these health services are affordable for all; And
the health services provided to the Laotian population are of good quality.
The duration of the program is five years, from January 2023 to December 2027, and the program has a total budget of EUR 32,443,388, including EUR 4,500,000 for Aide au Développement de la Santé (ADS), a non-profit organisation. The program will geographically focus on all districts in the three provinces of Bolikhamxay, Khammouane and Vientiane, but aims to deepen interventions to improve overall effectiveness and efficiency. The extension limited to the province of Bokeo will interface with the local development program (LAO/338) as well as with the joint United Nations program for the development of capacities and the provision of primary health care through integrated outreach activities in the areas of maternal, neonatal and child health (RMNCAH) and nutrition.
