Environmental Aspects
Key environmental and social risks and impacts have been identified through the Environmental and Social Impact Assessment (ESIA) process. During the construction phase, potential environmental impacts may include dust generation, elevated noise levels, disturbance to biodiversity and cultural heritage, risks to occupational and community health and safety, increased traffic and road safety concerns, handling of hazardous materials, and construction-related waste generation. During operations, potential environmental impacts are primarily on biodiversity and occupational health and safety. These impacts are anticipated to be site-specific, short-term, and manageable through the application of good engineering practices, robust construction and operational procedures, effective housekeeping, and preventive control measures. To ensure appropriate mitigation, project-specific Environmental and Social Management Plans (ESMPs) will be developed, including a Biodiversity Management Plan to specifically address and minimize impacts on biodiversity.
Involuntary Resettlement
The project is categorized as B for involuntary resettlement in accordance with the ADB Safeguard Policy Statement (2009). The project site, access road, overhead transmission line (OHTL) and underground cable requires a total land area of 733.09 hectares of desert landscape in the Guzar and Kamashi districts. The IESE and due diligence confirmed that there will be no physical displacement due to the Project. However, nine farms owned by eight land leaseholders and their farm workers, and herders, for a total of 165 project-affected people (PAPs), will be economically displaced by the Project. Compensation will be provided to the land leaseholders for the affected portions of land, which used a value verified by an external and accredited valuation company, and based on the average land lease rates per hectare at Guzar and Kamashi districts. Additionally, a livelihood restoration plan (LRP) was developed to support the people affected by the Project, with special provisions designed for vulnerable groups. The client conducted consultation activities with the affected peoples to communicate the proposed LRP, including entitlements, proposed livelihood programs, and grievance redress mechanism.
Indigenous Peoples
The project is categorized as C for Indigenous Peoples in accordance with the ADB Safeguard Policy Statement (2009). No distinct and vulnerable socio-cultural groups that meet the ADB SPS criteria for Indigenous Peoples will be affected by the project, as confirmed by the project's Init
