📋 Tender Overview
The EstMilMob project aims to adapt the transport infrastructure in Estonia for the civilian-defense dual¬ use. The project concerns multimodal transport links addressing maritime, railway, and road mobility. It seeks to improve the mobility of both civilian and military personnel, materiel, and equipment for routine activities and during crisis and conflict within and beyond the EU by several transport modes. The project supports the EU and Allied- led missions' rapid deployment capabilities to Estonia and the Baltic Sea region. The project consists of three interlinked key actions that seek to remove bottlenecks currently inhibiting seamless civilian-military transport and are constraints for the Estonian Defence Forces while providing logistic supplies to and from Tapa Army Base. The key actions are located both on the TEN-T network (North Sea–Baltic Corridor) and the Military Mobility Network of Estonia and consist of: - The construction of the new quay to the Paldiski South Harbour to serve up to 310m long vessels for dual-use (military mobility) purposes and of the adjacent storage area needed for cargo loading and the connections to roads. - The reconstruction of Kanama viaduct of E265 Tallinn ringroad at km 30 over E67 Tallinn-Parnu-Ikla road in order to meet the European road safety and design norms, environmental standards and military mobility requirements. The viaduct is a particular bottleneck for the civilian and military oversized and heavy cargo transiting onwards from the Paldiski South Harbour to the Tapa Army Base. - The reconstruction of 22,50 kilometres of railways on Tartu-Valga route to maintain international railway traffic; enable the speed increase for passenger trains to 160 kilometres per hour and enable the transport of military equipment of Defence Forces of the Republic of Estonia, EU and NATO member states to and from Tapa Army Base.
