Description
The proposed technical assistance (TA) cluster aims to support communications, knowledge management, and portfolio management for Asian Development Bank's (ADB's) South Pacific Developing Member Countries (DMCs). The TA cluster will help implement the ADB Pacific Knowledge Plan, described in the Pacific Approach, 20212025, and will focus on building knowledge and capacity by enhancing the quality of country programing and portfolio management, as well as the visibility and sharing of experiences for ADB's Pacific operations. The TA cluster will support (i) developing dissemination knowledge products and services for country operations; (ii) implementing the forthcoming South Pacific Strategic Communications Plan; and (iii) providing targeted technical support to address project performance through enhanced assessment of and response to systemic and country-specific and emerging project specific issues.
Project Rationale and Linkage to Country/Regional Strategy
Under the Pacific Approach (20212025), ADB aims to (i) upgrade core infrastructure, (ii) enhance access to essential services, and (iii) improve human development outcomes. ADB's Pacific Knowledge Plan proposes to address these challenges by facilitating capacity building and knowledge solutions in areas such as climate change, disaster risk reduction, gender equality, procurement, and portfolio management. While there are key ongoing ADB initiatives such as the Pacific Economic Monitor, Pacific Fellows Program, Pacific Regional Infrastructure Facility, Pacific Private Sector Development Initiative, and capacity-building technical assistances, this quick response TA cluster is required for the following reasons:
The urgent need for real-time knowledge capturing and sharing among South Pacific DMCs necessitates complementary TA support. This TA cluster is needed to help implement the Pacific Knowledge Plan through quality knowledge products and solutions and communications using effective dissemination methods. The ADB South Pacific Portfolio has significantly expanded over the last decade, and with increased resources allocated under the ADF 14, a differentiated approach in strategic planning, communications and outreach, and knowledge driven portfolio management approaches is essential.
