π Tender Overview
Faced with the serious consequences of the conflict, including increased gender-based violence and improvised explosive devices, Switzerland supports innovative community and state-led protection initiatives. It targets 45,000 people (hosts, displaced persons, and returnees), 80% of whom are women and children, by strengthening local capacities to prevent incidents, support victims, and reduce the vulnerability of populations in affected areas.

The project in brief
Background Conflict-related violence now affects 80% of the country's regions, with serious human rights violations. In the first half of 2025, approximately 9,000 cases of gender-based violence were recorded in conflict zones. During the same period, 209 improvised explosive device (IED) incidents resulted in 107 civilian casualties. Access to healthcare is severely hampered by the closure of health centers, staff and medicine shortages, and the stigmatization of victims. Women and children, who make up more than 80% of internally displaced persons (IDPs), are the most affected. To address this crisis, the Swiss Agency for Development and Cooperation (SDC) is launching a community protection program.
Objectives Reducing vulnerability and increasing the capacity of nearly 45,000 people (including more than 80% women and children) to deal with gender-based violence and improvised explosive devices, by implementing innovative community-based protection approaches, co-constructed with local actors.
Target groups Nearly 45,000 people, including at least 900 survivors of gender-based violence and victims of improvised explosive devices. Main indirect beneficiaries: Ministry of Humanitarian Action, National Arms Control Commission, National Emergency Relief and Rehabilitation Council, community committees, humanitarian actors and civil society organizations, decentralized social services, local authorities, Geneva International Centre for Humanitarian Demining.
Medium-term outcomes OS1: Contribute to the prevention and management of gender-based violence by the communities themselves through innovative protection approaches. OS2: Contribute to the security and strengthening of the resilience of communities in the face of the threat of improvised explosive devices, by consolidating their mine countermeasures capabilities. OS3: Facilitate the institutionalization of an innovative community-based approach to protection by developing a normative guide and obtaining its official recognition.
Results Expected results: β’ Communities are implementing life-saving gender-based violence prevention actions. β’ Survivors of GBV have access to community-based psychosocial, medical and legal
