In Chad, the weak governance of the health system is one of the causes of the health situation characterized by the weakest indicators in sub-Saharan Africa. Switzerland's support will contribute to improving the quality of services and the supply of health care in the health districts of the provinces of Batha and Moyen Chari as well as to the deployment of universal health coverage in certain provinces.

The project in brief
Background The low level of health indicators in Chad is explained by the weak governance of the health system. This situation is due to the little progress made in the supply and quality of care. The culture of responsibility, efficiency, transparency and accountability remains weak. Supported by its main partners, including Switzerland, the Government has undertaken reforms to strengthen its health system. Since 2013, Chad has been gradually evolving in the development of universal health coverage (UHC). Laws and decrees establishing the CSU, creating and organizing the national health insurance fund (CNAS) are published.
Objectives Contribute to better governance of the health system towards universal coverage.
Target groups - More than 1.6 Mio people in the two districts including +/-50.6% women and +/-20.20% children under 5; Community-based organizations and other field partners; - Health system decision-makers at national and local level and private actors; - The medical and administrative staff of the health districts.
Results Expected results: - The coordination of partners and the participation of beneficiaries are ensured; - The performance of health structures improves; - The health information system produces timely data that contributes to decision-making; - The minimum activity package and the complementary activity package are provided in the health facilities; - Essential care in the community is provided by community health workers; - People use health care through health insurance mechanisms.
Results from previous phases: - The supervision and planning of health facilities are improved at the district and provincial levels thanks to the availability of data for decision-making through the computerization of the health information system (SIS); - Innovations in single health, SIS and health insurance management are successfully initiated and have strong potential for replication and scaling up in other districts and provinces; - One health vaccination campaigns targeting nomads and their livestock have improved accessibility to health services. More than 20,000 nomads and 50,000 cattle vaccinated; - The relevance of using community-based organizations for sensitization, the need for ownership of the project by the national party as well as the transfer of skills through learning.
