Summary
Artificial intelligence (AI) could boost Africa's economy by CAD2.9 trillion dollars by 2030 by developing workplace efficiencies and new content. This impact will depend on AI interacting well with intellectual property (IP). Key policy questions include whether data creators should be compensated for their data when it is used in AI training, and who owns the output generated by AI.

This project aims to integrate IP law and policy into AI governance across the continent. While AI strategies at both continental and national levels recognize the significance of IP, there is a need for focused analysis and coordinated action on how IP frameworks support or limit AI innovation. The project addresses this issue through targeted research, engagement and policy interventions designed to position IP as a central factor in enabling AI to meet Africa’s development objectives.

The project aims to produce direct policy and regulatory outcomes through feedback built into the research process. It will generate policy handbooks, regulatory guides and IP strategy toolkits, while working with policymakers to build context-sensitive models for IP governance. The project will support AI use in IP offices and analyze African AI innovations to understand the effect of IP frameworks on their scalability and economic value for health, agriculture and climate. By engaging with regional and global forums such as the African Union, African Continental Free Trade Area, African Regional Intellectual Property Organization, African Intellectual Property Organization and the G20/G7, the project will feed African contributions into overall AI and IP policy development.

This project is part of the Artificial Intelligence for Development program, a partnership between IDRC and the United Kingdom’s Foreign, Commonwealth and Development Office. It aims to support policy, innovations and expanded leadership to spur safe and responsible AI in Africa. The vision is to support an inclusive, responsible AI ecosystem that improves quality of life in Africa and beyond.
