Total Project Cost: Us$ 200.00 million
Component 1: Scaling up safety nets to the national territorySubcomponent 1.1: Scaling up cash transfersThe proposed Project would deliver cash transfers to 250,000 extreme poor households during 30 monthsin all 18 provinces of the country. Payments would be made electronically using amobile phone-based system or a similar system that would ensure transparency, accountability and digital inclusion in the delivery. Beneficiaries would be selected through acombination of targeting instruments. First, the poorest communes in the country would be selected making use of existing poverty maps. The collineswithin these communes, given that their poverty profiles are very similar, would be selected randomly through a lottery. This would be done to avoid any political interference in the selection of the collines. Secondly, all households in the selected collines would be registered in the countryβs social registry and a Proxy Means Test (PMT) score would be calculated for all of them. Beneficiary quota would be established for each collineand the Project would select the poorest households in each colline according to the PMT until reaching the proposed quota. Finally, a community validation process would be carried out to allow communities to correct inclusion and exclusion errors that might occur in the targeting process. The amount of the cash transfers will beat least equivalent to 20 percent of the household consumption of an average poor household, which would be aligned to international standards.Subcomponent 1.2: Scaling up basic delivery mechanisms of a basic safety nets systemThis subcomponent would (i) upgrade the delivery systems developed under Merankabandito allow for a scale up of cash transfers and accompanying measures at national level; (ii) develop new features for Merankabandiβs Management Information System to support the implementation and monitoring of the new activities of the proposed Project; and (iii) support the development of a national Social Registry. The Project would support as well the development of a National Social Registry. The Project would also support the development of adaptive delivery systems in the case an emergency social protection intervention is necessary. This is specially important if COVID-19 spreads through the country as has already happened in other countries in the region. Adaptive delivery systems would allow for a rapid scale up of safety nets programs through rapid registration processes and responsive payment systems. The development of a social registry (see subcomponent 1.3) would also gre
