Project Summary

Floods and droughts increasingly threaten water security and economic resilience across developing APEC economies. Although environmental data are increasingly available from open sources, many economies lack the capacity to translate them into practical, policy-relevant risk information. The project will develop the Open-Data Flood and Drought Risk Screening Toolkit (otherwise known as Water Risk Screening Toolkit or WATRIS, for short), a written, guidance-based APEC Publication supported by editable Excel templates and introductory Geographic Information System (GIS) workflows. WATRIS will include a curated open-data inventory, indicator-selection framework, preliminary screening methods, interpretation guidance and two applied APEC economy case examples. A four-day Regional Capacity-Building Workshop with Hands-on Training will be held in Kuala Lumpur, Malaysia, in August 2027. Days 1–3 will provide classroom-based training, while Day 4 will comprise a technical visit to NAHRIM, subject to confirmation and APEC approval. The project will produce Workshop Training Materials, a Final Project Report and a Policy Brief to support scalable, low-cost and replicable water-resilience planning across developing economies.
