The project development objective (PDO) is to enhance resilience, strengthen integrated urban and territorial/cross-ULBs boundary pl anning & investment management, improve access to basic services and municipal governance in participating Urban Local Bodies (ULBs) and improve the Recipient’s capacity to respond promptly and effectively to an Eligible Crisis or Emergency.
