Source of Funding / Amount: Loan: assam road network improvement project
Ordinary capital resources: US$ 300.00 million
The project is consistent with the strategic pillar set out in the country partnership strategy for india, 2018 2022 on providing inclusive access to infrastructure networks and services. It will be aligned with the following impact: industrys share of employment and sdp doubled by 2030 (government of assams vision 2030). The expected project outcome is increased connectivity, efficiency, safety, comfort, and reliability of the secondary road network in assam. Reduced travel time and vehicle operating costs will improve accessibility in the less developed areas of assam and provide a vital link to economic growth centers. Improved connectivity to assam hinterland is expected to spur growth in the entire state. The project is expected to provide people in assam with better mobility and accessibility by roads to markets, economic opportunities, education and health facilities through the planned outputs. The project is estimated to cost $457. 63 million, of which adb will provide a project loan of $300 million to finance expenditures on civil works and consulting services. The government of assam will finance $157. 63 million to cover the remaining project expenditures, as well the cost for the dpr and project management consulting services, land acquisition and resettlement, relocation of public utilities, and forest clearance, and taxes and duties imposed on the civil works and consulting services contracts.
Assam is a state in the northeast of india, bordered by bhutan to the north and bangladesh to the south, and connecting west bengal and other northeastern states of india through the siliguri corridor. It is a key geographic location for connectivity within the country, as well as with the south asia subregional economic cooperation (sasec) region. Sasec transport corridor 3 in the north of assam is connected to kolkata in the southwest and to myanmar in the southeast. Sasec transport corridor 5 runs from silchar in assam to dhaka in bangladesh. These sasec corridors underpin trade and transportation. If the road network and feeders are of good capacity and quality, assam can be a growth catalyst for sasec, in line with the _act east_ policy of india. Roads are the predominant mode of transport in the state with a road network of about 57,000 km which includes about 3,900 km of national highways, 2,500 km of state highways, and 4,300 km of major district roads (mdrs). State highways and mdrs provide vital connectivity to all towns and district headquarters, linking them with national highways. However, there is inadequate capacity and quality of roads in terms of width and surface. About 77% of state highways and mdrs have road widths of 7 meters or less, and only 26% of state highways and mdrs have good riding quality.
