Description
The regional technical assistance aims to contribute to the strengthening of public debt management of ADB members and promote networking among public debt managers in the region. The Forum will also serve as an opportunity for public debt managers to exchange views with their counterparts from across the region and discuss developments on issues related to public debt management.
Project Rationale and Linkage to Country/Regional Strategy
Effective and sound public debt management is a cornerstone of robust economic policy, which safeguards a country from macroeconomic and financial instability. Public debt management is the process of establishing and implementing a strategy for managing a government's debt to meet the government's financing needs. As the sovereign debt portfolio is often the largest debt portfolio in the country, it can generate substantial risk to a sovereign's balance sheet, with potential to undermine key development objectives. The regional knowledge and support technical assistance of the Asian Development Bank aims to (i) build on the momentum of previous public debt management forums and workshops conducted by ADB; (ii) provide updates on standards, norms, best practices, and approaches to public debt management to strengthen technical capacity; and (iii) provide an opportunity for public debt managers from ADB developing member countries to share their experiences and network with their peers in the region.
