SHORT DESCRIPTION:
Overall goal
APPEAR (Austrian Partnership Program in Higher Education and Research for Development) is the flagship university cooperation program of ADC. As an effect on the outcome level, the institutional capacities in teaching, research and management should be strengthened at participating institutions, improvements in scientific dialogue and scientific cooperation should be achieved, and the possibilities for cooperation with/by alumni should be better used. At the impact level, the aim is to contribute to achieving the SDGs by strengthening the scientific basis in the target countries and by increasing the commitment of Austrian university institutions in development cooperation.
Expected results
APPEAR consists of component 1: university cooperation projects and component 2: scholarships for master's and PhD studies. A total of (i) at least 55 preparatory fundings, (ii) at least 30 university cooperation projects, and (iii) 64 scholarships (excluding scholarships that are carried over from APPEAR II) should be funded. A total of around 12,500 people (students, teachers and researchers at the partner institutions) will benefit directly from APPEAR III.
Target group / Beneficiaries
Component 1: In addition to Austrian universities and universities of applied sciences, university and research institutions from the ADC priority countries can take part in APPEAR III and also assume the role of the applicant institution. Within the framework of project partnerships, cooperation and networking with university and research institutions from other countries (including the EU 27) is possible. Component 2: Beneficiaries of scholarships are students and scientists who are nominated by partner institutions of the university cooperation projects or who apply from priority countries of ADC. Activities
The funding in both program components will be advertised via at least four calls, which will be published between 2021 and 2024 in the first half of the calendar year. The thematic areas for partnerships are those specified in the three-year program of Austrian development policy (2019-2021). The OeAD-GmbH offers the following services: content design and preparation of the calls; Carrying out the calls including advising the applicants; Preparation of the selection and organization of the Selection Board; Monitoring of the selected university cooperation projects; supervision of scholarship holders; information, communication and public relations; Monitoring and evaluation of the program including activities of the Advisory Board.
