Summary
As the proliferation of artificial intelligence (AI) governance efforts expands around the world, there is a critical need to understand both progress to date and the challenges facing the responsible governance of these technologies globally. It is also critical to understand the conditions required to ensure that AI development and use supports human rights, gender equality and the Sustainable Development Goals. Furthermore, it is essential for civil society to influence the governance frameworks and policies shaping these technologies to ensure their alignment with ethical principles and societal wellbeing.?
In 2024, a global consortium of organizations, led by the Global Centre on AI Governance, launched the Global Index on Responsible AI to promote the responsible governance of AI around the world. The first edition benchmarked responsible AI development and use across 138 countries and territories, providing comprehensive, comparable data at the country level.
This project will support the 2nd edition of the Global Index on Responsible AI to be published in 2026. The second edition will build on these insights by tracking them over time, enhancing regional engagement to amplify marginalized voices and expanding efforts to foster actionable, evidence-based governance recommendations globally. The project will bolster the capacity of governments, civil society organizations and other stakeholders to uphold rights-based, responsible AI principles by providing them with data to foster accountability, develop policy, refine best practices and encourage regional and international cooperation.?
This project is part of the Artificial Intelligence for Development (AI4D) program, a five-year partnership between IDRC and the United Kingdomβs Foreign, Commonwealth and Development Office to support policy, innovations and expanded leadership to spur safe and responsible AI development and use in Africa.
