πŸ“‹ Tender Overview

Minister of Economy Yuri Chebotar spoke about this when presenting the draft Law On Amendments to Laws on Physical Culture, Sports and Tourism at a meeting of the Council of the Republic.
The Minister of Economy recalled that the development of tourism is one of the key priorities of socio-economic development for 2026-2030, and the industrys contribution to GDP is planned to double over the five-year period.The document being developed is intended to help achieve this goal.
Yuri Chebotar spoke about the key innovations of the bill:
The first is a new regulator, management vertical and powers
The central element is the construction of a clear vertical management and redistribution of powers.
In particular, the document is supplemented by a norm that gives the Head of State the right to establish the specifics of regulating relations in the field of tourism, which will make it possible to quickly respond to the challenges of the industry.
The government is empowered to establish the procedure for conducting special monitoring of domestic and international inbound tourism.This is necessary to obtain objective data on the number of travelers and the amount of spending on tourist trips.
The National Tourism Agency is becoming a key regulator of the industry: it is assigned powers to implement state regulation, implement a unified state policy, coordinate the activities of government agencies and local authorities, as well as rule-making in terms of supporting the tourism industry and improving the investment climate.
Secondly, the tasks of the Interdepartmental Coordination Council for Tourism are being clarified: now its function is to provide an independent expert view on the economics of tourism, make proposals for adjusting government policy and improving the investment climate in this area.
In addition, decisions of the Council on the coordination of the construction of tourism industry facilities will be binding, which will make it possible to increase the efficiency of project implementation.
Third - digitalization of the industry
Another important innovation of the bill is the creation of the state information system Tourism.It will systematize data on tourism industry entities, the types and costs of services they provide, and will also provide market participants with access to up-to-date information.The first stage of the system is scheduled to go into operation on January 1, 2027.
Additionally, the bill adjusts the mechanism for maintaining up-to-date information about subjects of tourism activities.
Fourth - clarification of the conceptual apparatus and adjustment of the goals and priorities of state regulation
The proposed definitions of terms will allow us to build further regulation without the need for additional interpretations and clarifications.
The goals of state regulation are also being adjusted: the basis is to increase the contribution of tourism to economic growth through the effective use of the natural, cultural, industrial, entrepreneurial and labor potential of the Republic of Belarus.
It is proposed to focus on:
* development of inbound and domestic tourism;
* creating conditions for scaling the tourism industry through support measures;
* digitalization, ensuring ease of use of tourism industry facilities;
* industry staffing.
The bill also provides for an adjustment to the Law On Advertising: the National Agency for Tourism and other government organizations vested with powers of state regulation in the relevant area are given the right to act as advertisers of social advertising.This will make it possible to more actively popularize domestic tourism among the population.
The proposed changes form a comprehensive legal basis for the dynamic development of the tourism industry, increasing its investment attractiveness and contribution to the countrys economy, summed up the Minister of Economy.
