Mr. Nguyen Thuans company (Nghe An) needs to produce and trade a number of chemicals on the list of key chemicals specified in Appendix I of Decree No. 24/2026/ND-CP. Mr. Thuan asked, for key chemicals, what legal procedures does his company need to carry out to be allowed to produce and trade these chemicals in accordance with current regulations? Regarding this issue, the Ministry of Public Works Thuong has the following opinion: Appendix I issued with Decree No. 24/2026/ND-CP stipulates the list of basic chemicals in the key chemical industry. Investment projects to produce basic chemical products in the above list are entitled to incentives and investment support when they meet the criteria prescribed in Article 6 of the Law on Chemicals, Article 14 of Decree No. 25/2026/ND-CP and the law on investment.
