πŸ“‹ Tender Overview

In the future, courts and public prosecutors will be able to use the same software nationwide via their own justice cloud. An important step has been taken with the connection of Baden-Wurttemberg and Lower Saxony to the new justice network. Modern software plays an important role in the daily work of external courts and public prosecutors (opens in new window). However, there is still a lack of uniform solutions. Different systems are used in different federal states; The IT systems of the federal and state judiciary are also inadequately networked. That should change in the future. Courts and public prosecutors nationwide should be able to use the same modern software via their own external: justice cloud (opens in new window) - without each country having to procure and operate it individually. For the judiciary, this means uniform, modern equipment. For the states, this means significantly less effort for operating their own judicial IT. And for citizens it means that they can get justice more quickly - because cases can be processed more quickly. An important intermediate step has now been taken on the way to the nationwide justice cloud: Baden-Wurttemberg and Lower Saxony were the first federal states to be connected to the new nationwide justice network. In the future, the justice network will connect the IT systems of the federal and state judiciaries and form the technical basis of the justice cloud. Cloud systems are now an integral part of everyday digital life and the modern working world. They make it possible to operate IT applications, especially artificial intelligence, centrally and make them available to a large number of users without installation. They make collaboration easier, reduce the need for local IT technology and can be expanded flexibly. First version of the justice cloud by mid-2027 Courts and public prosecutors should also be able to benefit from these advantages. Only with modern technical equipment can the judiciary process the large number of increasingly complex procedures in a reasonable amount of time. The federal and state governments have therefore been working on implementing a nationwide justice cloud since 2025. This will work according to the once-for-all principle: In the future, IT applications will be operated centrally in one place and all judicial authorities can use them nationwide via the cloud. What is developed once is available to everyone. The first version of the justice cloud should be ready by mid-2027. It consists of the justice network, the necessary infrastructure and the first IT application that is operated on the justice cloud: the External: Common Specialist Procedures (GeFa) (Opens in new window). The GeFa is a nationwide, uniform software that courts and public prosecutors can use to process and manage their cases digitally in the future. The first step has now been successfully taken with the justice network that went into operation yesterday afternoon. The justice network is an important technical prerequisite for the justice cloud: Only with a connection to the network is it possible for the states and the federal government to access the IT applications of the justice cloud. The special feature is that for the first time a network has been created that belongs solely to the judiciary and does not run by another IT service provider. This is important progress because courts and public prosecutors work with particularly sensitive data. These can best be protected through their own judicial network. The nationwide justice cloud also increases the sovereignty of the judiciary as a separate state power. Financing comes from federal funds The justice cloud and network are currently financed from federal funds. From 2027 onwards, further funds from the External: Pact for the Rule of Law (opens in new window) are earmarked for this purpose. From its digital pillar, 210 million euros are available for this and other digitalization projects. Yesterday, Baden-Wurttemberg and Lower Saxony became the first federal states to be connected to the nationwide justice network. The Free State of Bavaria will also be connected next. By the end of 2028, all federal states and the federal government should be connected to the justice network.
