📋 Tender Overview
District Municipality of Huamancaca Chico did not comply with the commitment document and the environmental entity evaluates the issuance of administrative measure. The Environmental Evaluation and Supervision Agency (OEFA) ordered that the District Municipality of Huamancaca Chico, in the province of Chupaca (Junin), immediately carry out work of spreading, leveling, compacting and covering approximately 2,100 cubic meters of solid waste exposed in the Huascan dump, because its operational capacity has been exceeded.
Ymelda Montoro, head of the OEFA Decentralized Office in Junin, reported that, during a supervision carried out in November 2025, it was verified that the six cells intended for the final disposal of solid waste had reached the capacity limit established in the Corrective Environmental Management Instrument (IGAC) of the dump. However, the municipality continued to dispose of waste in these areas. Given this situation, a commitment document was signed, the compliance of which was not accredited by the commune, so the OEFA is evaluating the issuance of an administrative measure.
The situation requires immediate attention because the dump is in the process of being converted into a sanitary landfill. Therefore, it is essential to adopt measures to reduce environmental risks and move towards adequate management of solid waste, he said.
Given this scenario, the OEFA communicated the situation to the Ministry of the Environment to provide technical assistance and support to the municipality, in order to evaluate technically and environmentally viable solution alternatives.
During the supervision, the specialists verified that the dump has three ponds for the storage of leachate, an area for the treatment of organic waste, a warehouse for inorganic waste and an administrative area. Likewise, they confirmed that the perimeter of the infrastructure is completely fenced.
The OEFA recalled that the exposure of solid waste can generate gases that affect air quality, increase the risk of fires, cause bad odors, favor the proliferation of vectors and produce leachates that could generate environmental impacts if they are not properly managed.
It should be noted that the District Municipality of Huamancaca Chico has two sanction resolutions (Nos. 191-2025-OEFA/DFAI and 392-2025-OEFA/DFAI), for a total amount of 13.97 UIT, related to non-compliance with environmental obligations and environmental monitoring.
