The workshop had the participation of more than 80 delegates and experts from Ministries, Sectors, Departments of Education and Training of 34 provinces and cities; universities and vocational education establishments; businesses and business associations. The AQRF reference framework serves as a common reference tool for the ASEAN region, allowing comparison of educational levels among member countries. By enhancing trust and common understanding of education and skills standards across countries, AQRF contributes to creating a solid foundation for the migration process of learners and workers in the ASEAN region, while promoting lifelong learning through formal, informal and practical education and training. Approved by the AQRF Committee in October 2025 and announced by the Ministry of Education and Training in October December 2025, Vietnam National Qualifications Framework Reference Report marks an important milestone in improving the transparency, comparability and reliability of Vietnamese diplomas and certificates in the ASEAN region and in the international arena. This is also an important foundation to promote qualifications recognition, support labor mobility and expand safe, legal and skills-based migration channels. Building a golden quality workforce At the conference, delegates discussed Vietnams post-reference implementation plan, shared experiences from countries in the region and proposed recommendations. Practical recommendations to enhance comparability between Vietnams education and training systems with those of ASEAN countries. The role of inter-sectoral coordination is also emphasized, especially between the fields of education and training, labor migration and the business sector. Speaking at the event, Ms. Mitsue Pembroke, Acting Head of the IOM Vietnam Delegation, emphasized that referencing the Vietnam National Qualifications Framework with AQRF will help workers access satisfactory jobs, reflect their professional capabilities and enjoy adequate benefits, while supporting the efforts of the Government of Vietnam in developing high-quality human resources to meet the needs of the domestic and international labor market. Each year, about 150,000 Vietnamese workers go to work abroad under contract and Vietnam aims to increase the rate of skilled workers in this group to 40% by 2030. In the coming time, IOM will continue to coordinate with the Ministry of Education and Training, the Ministry of Home Affairs, state agencies, education and training establishments, employers and development partners to refer results to the Vietnamese National Qualifications Framework. South AQRF into practice, thereby promoting safe, fair and skills-based labor mobility in the ASEAN region and internationally./. Thuy Dung
